Den of Stalkers

Having been around as long as the Minamoto or the Toyotomi families, the Den of Stalkers has been spoken about for over a millennium as 'black-clad assassins'. For every guard or escort defending their Lord or their client, there are at least three hired blades -- stealthy Soulborn, looking to take out the person in question. They pursue only the highest of names and are notably as suicidal as they are homicidal, having no qualms with dying simply to take out a target or someone who could impede the demise of said target. It is said that some have even witnessed presumed members of this faction slaying one another, but how true this is is uncertain.

Most public sightings of these individuals have been them befitting the description of their rumor, and overseeing a populated area or location out of the peripheral of a high-priority person, before vanishing as quickly as they were apparent. Those that have encountered them directly usually are split down the center - between individuals who did not live to tell the tale or individuals that are notorious for having taken them out with 'ease'. The Wang Clan Head in particular has stated that he's had over a hundred and twenty-two assassins sent after him.

Territory

Their territory is presumed to be somewhere within the East due to how frequent their appearances are there, and their tendency to crop up across the City of Sparkles without actually killing anyone. It is stated that they've been seen 'disappearing' around corners across the nation in particular.

Heirarchy

Their hierarchy is unknown. Most suspect that they lack one aside from a leader.

Kill or be killed, without spilling who your client is.

Tranquil Blades (Hate): Inconveniences out on expeditions.
Waterbark Escorts (HATE): How many times do they have to teach you this lesson?
Xun (High): They never go after the Xun and seem to nod at them, so the Xun don't mind them.
Fun Fun Flare Co. (Neutral): Usually see 'cloaked persons' during events. There's seldom a report of deaths related to them, though.
Park (HATE): Pigs always trying to kill them.

Benefits

'Easy' field for money, if you can survive.
Access to high-quality goods, especially when it comes to weapons or smuggled Kido tags.
Always scouting, searching and killing.
Can be hired by any faction temporarily - even the ones who hate them, simply for a 'lick'.
